Business Management Analyst

Key Tasks and Responsibilities              

As part of the dynamic team, you will have the following responsibilities:

 

  • defining, maintaining and expanding the “Programme and Project Management Rules and Regulations” and the related processes;
  • having authority on master-data and data-sets related to the definition and implementation of Programme and Project Management Rules and Regulations;
  • defining and maintaining metrics, KPIs and dashboards related to the continuous monitoring of Programmes and Projects for an early detection of deviation from baseline;
  • implementing the Agency’s business management system and define IT requirement for the digitalisation of all project management and controlling processes;
  • overseeing the creation of training modules on, Project Management/Project Control (PM/PC) processes in collaboration with the Head of Human Resources.
  • Facilitate working groups and Agency-wide activities related to Programme and Project Management, including collection of best practices, identification of pain points and definition of requirements for IT tools.
  • Support of development and maintenance of processes and relevant documentation stemming from working groups and independent research activities;

Back-office support:

  • Facilitate the development of a proof-of-concept Business Management System (BMS), allowing dissemination of knowledge and best practices across project teams. The service provider shall format the content stemming from working groups and research activities, design the operating model, graphical layout and implement it in ESA digital environment.
  • Support to the development, maintenance and further expansion of the operational BMS
  • Collection of information and lessons learned for creating databases intended for benchmark of projects key characteristics (e.g. schedule of projects, duration of phases, typical risks, team size, …)
  • Support of the continuous exchange of information with the Project Management Support and Controlling Hub (DG-IH) and other ESA functions to expand the knowledge base and integrating other areas of relevance for Controlling processes.
  • Support the creation, maintenance and expansion of the internal DG-IO data model, digital capabilities, and tools based on (not exhaustive list): o Microsoft 365 suite applications
  • Modelling tools (e.g. Enterprise Architect)
  • Data management tools

  • R
  • Visualization tools
  • Provide digital expertise to the other activities of the department, in the form of knowledge sharing, or direct involvement in the development of department’s deliverables.

Compliance monitoring

  • Support the digitisation of the information related to ESA Projects baseline
  • Support the definition of metrics and KPIs to monitor the performance of ESA projects
  • Support the definition of metrics and KPIs to monitor the performance of project management and project support processes
  • Advise in the area of project management and project support processes and working practices (including finance, procurement and other relevant areas, structured and assembled according to the modelling practices of Model Based System Engineering applied to Digital Twins of Organisations). The service provider shall perform this task in accordance to relevant frameworks (e.g. business models canvas, PESTEL as well as mathematical principles applied to project management and project support processes, e.g. Monte Carlo analysis, statistical modelling).
  • Conduct statistical analysis on the data available, including, if needed, multivariate analysis, principal component analysis, factor analysis and cluster analysis.

Transversal supporting capabilities

  • Develop and maintain dashboards and reporting tools in support of Directorate Peer Reviews, Light IPRev and other department assessments
  • Develop and maintain capability to extract structured information from documents related to Directorates’ Business and Operating models, in order to foster consistency between strategy, programmatic activities (proposals and implementation) and missions’ operations
  • Support data exchange with EDAF (ESA DataFactory) and consolidate models into Microsoft advanced suite (e.g. Power Automate) and other platforms (e.g. Enterprise Architect or similar)
  • Support the integration of systems and available IT capabilities, to support the creation of the Business Management System for Programme and Project Management

Skills & Experience

You will have the following qualifications and relevant experience:

  • Masters in Data Analytics, Business Management, information Technology or a relevant discipline;
  • Proficiency in process design, including digitisation of processes;
  • Proven experience in providing services on modelling activities according to the Model Based System Engineering approach, including utilisation of frameworks derived by project management and project support processes and working practices;
  • Proven knowledge in providing services on data analytics;
  • Fluency in English is mandatory; knowledge of another European language is an advantage.
